County of Lackawanna Transit System Authority (COLTS) 
The County of Lackawanna Transit System COLTS Authority is appointed by the Board of Commissioners. COLTS is an independent municipal authority, not a department of county government. COLTS board members are appointed by the county commissioners to serve five-year terms.

Board Members

The County of Lackawanna Transit System (COLTS) Authority is made up of five individuals appointed by the Commissioners. Members serve staggered five-year terms. There is one (1) expired term on the board; the existing board includes:

  • Chairman Larry Wynne, Scranton
  • Gregory Nieto, Archbald
  • Brian Doughton, Olyphant
  • Michael Dougherty, Dunmore
  • Martha Dougher, Scranton

Joseph DeNaples, Solicitor
Timothy Hinton, Solicitor

Meetings

The County of Lackawanna Transit System (COLTS) Authority meets on the last Wednesday of every month. The Public Meeting is held at 4:30pm at the Transit Center. The meetings for the year are as follows:

February 28th
March 27th
April 24th
May 29th
June 26th
July 31st
August 28th
September 25th
October 30th
November 20th (Third Wednesday in November due to Thanksgiving)
December 18th (Third Wednesday in December due to Christmas)

First meeting of 2025 will be held on:
January 29, 2025
