The County of Lackawanna Transit System
COLTS Authority is appointed by the Board of Commissioners. COLTS is an independent municipal authority, not a department of county government. COLTS board members are appointed by the county commissioners to serve five-year terms.
Board Members
The County of Lackawanna Transit System (COLTS) Authority is made up of five individuals appointed by the Commissioners. Members serve staggered five-year terms. There is one (1) expired term on the board; the existing board includes:
- Chairman Larry Wynne, Scranton
- Gregory Nieto, Archbald
- Brian Doughton, Olyphant
- Michael Dougherty, Dunmore
- Martha Dougher, Scranton
Joseph DeNaples, Solicitor

Meetings
The County of Lackawanna Transit System (COLTS) Authority meets on the last Wednesday of every month. The Public Meeting is held at 4:30pm at the Transit Center. The meetings for the year are as follows:

May 29th
June 26th
July 31st
August 28th
September 25th
October 30th
November 20th (Third Wednesday in November due to Thanksgiving)
December 18th (Third Wednesday in December due to Christmas)
