The Lackawanna Board of Commissioners and the Arts and Culture Department invite artists to apply to be considered for commission of a large-scale mural, with art on both sides of a concrete retaining wall, along the Biden Expressway in Scranton in front of the Radisson Hotel at 700 Lackawanna Ave. The mural marks the entryway into downtown Scranton and is the gateway into Lackawanna County.

The new mural will replace an existing mural that is almost 20 years old. The wall is owned by PennDOT and the County maintains the mural. The final design of the mural is subject to approval by Lackawanna County and PennDOT.

The County will prepare and prime surfaces for the artist and assist with traffic control as mandated by PennDOT. The selected artist should be aware the mural will predominantly be seen as you are driving and take that into consideration when designing.
